ACE Transition for PGA Requirements

While the ACE transition dates have shifted per CSMS 16-000093, the interim procedures for filing Cargo Release and Entry Summary transactions in ACE that include PGA data, other than FDA, NHTSA, or APHIS Lacey Act have not changed.  

ACE transactions that require FDA, NHTSA, or APHIS Lacey Act data must have this data as part of the PGA message set on the entry when filed. For other PGA requirements in ACE, the interim procedures below should be followed until each PGA is required to be filed as PGA message set.

1. For filers accepted into any PGA message set pilot, the filer may submit the documents electronically via the PGA message set.

2. If the filer is not currently participating in a PGA message set pilot, and Document Image System (DIS) is permitted as an acceptable means for the specific document, then filers may submit the documents to ACE via DIS. a. Through EDI transaction via approved software. b. Through the DIS email address.

3. If PGA message set and DIS are unavailable, the paper document may be submitted according to current procedures. a. A cover letter should be provided that includes the entry number, a point of contact, and phone number, when a full entry package is not presented. Regardless of the mandatory dates, filers should be filing all available electronic entries and entry summaries, with or without PGA data, in ACE now.
